Just got through watching this episode on the HUB and I believe the answer is: Megatron: "Scrappers invention will give me the power to defeat the Autobots once and for all!" and Starscream replies: "Forgive me, but I believe your boast sounds vaguely familiar." One of the few times Starscream is seen being humble...Oh and the episode is: Heavy Metal War...one of my faves.
